An open and inclusive quantum ecosystem
One of Q-Alliance’ s most distinctive features is its open-access model.
Rather than operating as a closed consortium, it invites researchers, start-ups and universities to collaborate, share data and experiment on real quantum hardware.
Undersecretary Butti, who helped launch the National Strategy for Quantum Technologies, emphasised this point repeatedly:
Why Lombardy?
The Lombardy region is not a random choice.
As one of Europe’ s most industrialised and research-intensive regions, it already hosts a strong network of universities, high-tech start-ups and manufacturing giants.
Cities like Milan, Como and Brescia have long blended art and engineering – now, that same blend is being reimagined in the quantum age.
Lombardy’ s proximity to Switzerland’ s quantum research centres and Germany’ s high-tech corridors further strengthens its potential to become Europe’ s Quantum Triangle – a strategic node linking Southern, Central and Northern Europe’ s quantum innovation pipelines.

The initiative plans to establish training programmes, internships and scholarships to develop the next generation of quantum scientists, engineers and entrepreneurs.
By fostering quantum literacy from the classroom to the boardroom, Italy aims to position itself among the global leaders in deep tech talent – alongside the US, Canada, Germany and Japan.
