According to Paletta, organisations increasingly use SAP S / 4HANA projects to establish operating responsibilities, define data ownership and determine how much operational change their businesses can absorb without disrupting day-today activities.
Governance becomes the priority
German enterprises have long maintained rigorous compliance standards but geopolitical uncertainty, stricter cybersecurity requirements and evolving European data regulations are placing even greater emphasis on governance.
Rather than simply asking where applications are hosted, businesses now want detailed assurance over data residency, access controls and audit trails.
Enterprises also expect clearly defined responsibilities between SAP, cloud hyperscalers and implementation partners. This division of accountability has become particularly important as organisations become increasingly dependent on complex multi-provider ecosystems.
The report describes this as a ' sovereign-by-design ' approach to SAP delivery.
Instead of treating sovereignty as a cloud infrastructure issue, organisations are embedding governance requirements throughout implementation, operations and ongoing support.
That means providers must demonstrate not only technical capability but also transparent operational processes, compliance documentation and measurable controls.

German businesses are increasingly moving away from this model.
Rather than undertaking disruptive enterprisewide migrations, companies are introducing SAP S / 4HANA incrementally, modernising business functions in stages while maintaining stable operations.
This phased methodology helps reduce project risk while allowing organisations to realise business benefits earlier.
It also supports better financial planning by spreading investment over multiple phases instead of concentrating expenditure into a single transformation programme.
Perhaps more importantly, incremental deployment gives businesses greater flexibility to respond to changing market conditions while modernisation continues.
