Pantheon Atlas LLC has announced plans for Pantheon AI, a hyperscale AI data centre and innovation campus in Topusko, Croatia, designed to NVIDIA GW-Scale AI factory standards. The project is expected to attract more than € 50 billion in total investment and position Croatia as a leading Central European hub for Digital Transformation.
Pantheon AI aims to address Europe’ s shortage of AI-ready data centre capacity, where demand has outstripped power, land and construction resources. The campus will deliver availability above Tier IV and is backed by a transatlantic partnership combining American investment with local expertise, regulatory preparation and grid access.
The development will enable the integration of up to 5.2 GW of renewable energy into Croatia’ s grid. It represents the largest investment in Croatian history and among the biggest US investments in Europe.
Founding Partner Jako Andabak said the project reflected years of preparation to create world-class digital infrastructure in Croatia, supported by expertise, grid relationships and regulatory foundations.
Managing Partner Ryan Rich said the partnership had secured power, fibre connectivity, regulatory stability and backing to meet Europe’ s AI infrastructure requirements while positioning Croatia as a destination for hyperscale investment.
Joshua Volz, Special Envoy for Integration at the US Department of Energy, said private infrastructure projects of this scale would strengthen both US interests and European security.
Construction of the € 12 billion campus will begin in early 2027, with operations starting in the first quarter of 2029. Total investment is expected to exceed € 50 billion as hyperscale tenants deploy equipment and technology.
CROATIA
PPC Group and Vodafone Greece have signed a nonbinding term sheet outlining the key principles for creating a proposed 50:50 joint venture that will combine their respective subsidiaries, PPC FiberGrid and Fiber2All. The new company will operate as a wholesale provider of fibre-to-the-home( FTTH) network services in Greece, strengthening the country’ s digital infrastructure.
The agreement marks the start of the transaction process, which includes detailed due diligence, the negotiation of binding agreements and approvals from the relevant regulatory authorities before completion.
Operating on a fully neutral basis, the joint venture will provide wholesale FTTH services to all telecommunications operators, supporting wider access to high-speed broadband across Greece.
The combined network is expected to accelerate the rollout of ultra-fast connectivity and support the Digital Transformation of the Greek economy. PPC FiberGrid’ s FTTH network currently passes 1.88 million homes, with more than 1.1 million ready for immediate connection. Vodafone Greece’ s FTTH network reaches more than 550,000 households.
Alexandros Paterakis, Vice Chairman of PPC FiberGrid and Deputy CEO Digital Services at PPC Group, said the partnership would create a leading digital network infrastructure in Greece while accelerating the company’ s investment programme and strengthening PPC’ s position as a critical infrastructure and Powertech provider.
Achilleas Kanaris, CEO of Vodafone Greece, said the venture would accelerate fibre deployment, improve connectivity for homes and businesses and reinforce Vodafone Group’ s longterm commitment to the Greek market while supporting the national transition from copper to fibre broadband infrastructure.
